Why we exist
The execution gap
IPEC was established to bridge one of the most significant gaps in public policy: the transition from policy formulation to successful implementation. While many institutions focus on developing policies, comparatively fewer work on creating practical implementation frameworks, measurable outcomes, institutional capability, and continuous improvement systems.
Across sectors, institutions repeatedly face the same structural challenge — strong intent, inconsistent delivery. IPEC was created to help close that gap through research, implementation support, capability building, and collaborative innovation.
