International Process Excellence Council · Est. 2025

Building excellence. Transforming institutions. Shaping the future.

Bridging the critical gap in public policy between formulation and practical, sustainable implementation — through evidence-based research and process innovation.

Why we exist

The execution gap

IPEC was established to bridge one of the most significant gaps in public policy: the transition from policy formulation to successful implementation. While many institutions focus on developing policies, comparatively fewer work on creating practical implementation frameworks, measurable outcomes, institutional capability, and continuous improvement systems.

Across sectors, institutions repeatedly face the same structural challenge — strong intent, inconsistent delivery. IPEC was created to help close that gap through research, implementation support, capability building, and collaborative innovation.

01

Inconsistent execution

Strong policies but inconsistent implementation across institutions and geographies.

02

Fragmented knowledge

Institutional knowledge scattered, undocumented, and lost across systems and people.

03

Limited measurement

Limited outcome measurement and capacity constraints across institutions.

04

Weak collaboration

Lack of continuous improvement mechanisms and weak stakeholder collaboration.

Flagship platform

NEP 2030 Strategic Forum

An independent collaborative platform complementing India's National Education Policy 2020 through practical governance models, institutional capability frameworks, and outcome metrics — bringing together researchers, educators, and administrators to co-create systems aligned with the vision of Viksit Bharat @2047.
